'Service Consultant 2011 v 4.2' with arrear calculator by Sri. Anirudhan, Nilamel is the best among pay fixation softwares available so far for fixation as per pay revision 2009 for Kerala Govt employees. It stores the data of all employees and can be retrieved any time. Analysis for best option, option form and fixation statement as per Accountant General's (AG) circular etc are included. This is based on MS Access and hence it requires MS Office to run the program.

Prepare your system to use this software
Your system should be running on Microsoft Windows XP or Windows 7 operating system. Microsoft Access application can't run on Linux / Wine. Also install Microsoft's MS Office application with MS access package. Set your system's regional language as English (United Kingdom). This software doesn't run with other language options such as English (US), English(India) etc.
How to use this software
Extract the software and open it. Click on "Open" button next to "Pay revision option analyser" to get data entry form. Enter the details and click on "Compute" button to save the employee data and to view the report showing the different options and corresponding revised pay and possible arrear amount. Note the best option suggested by the software. Normally that is the best option date for you. Now close the "Print Preview" to return to main window. Click the "Statement and Option form" button to get option form and fixation statement.
Use your PEN in Service consultant data entry form so that pay fixation statement indicates your PEN along with name. Also it may be convenient to access the details later by entering the PEN instead of an arbitrary serial number.
Find best option date and print option form
Service consultant is useful for finding the best option date (as explained above). Also option form with declaration of the employee can be printed with this software.
Submission date of option form is not necessary and hence hence use date of option in that field if you are creating the fixation statement with this software.
Fixation of pay and arrear processing in SPARK
You can generate the fixation statement though the pay revision menu in SPARK (Login and navigate Salary Matters --> Pay Revision 2009 --> Pay Revision Fixation).
- SPARK Users can create fixation statement through spark.
- There is no facility to analyse best option date in SPARK. Use 'Service Consultant' for fixation date analysis. Those who have Grade/Promotion after 1/07/2009 may check the arrear and best dates based on manual calculation.
- Update data only after the approval of the competent authority.
- Arrears can be processed through SPARK menu for pay revision.
The errors in SPARK related to next increment date and rate of pay on next increment, completed years of service etc are corrected in SPARK from 19/05/2011. Hence, fixation statement may be generated without using 'Service Consultant'.
